# Hover

> Hover is a platform for managing public and private EV charging in Latvia. Control access to stations, track each user's consumption and offer paid charging to customers. There is no monthly management fee; Hover charges commission only on payments collected through Hover.

Hover is the charging service and tariff provider, operated by EA STEEL SIA. Hover offers one station management service for public and private charging. Private charging includes station controls, PIN/RFID access, and charging and consumption reports for employees, residents or a fleet. Public card charging includes station operation, card-payment processing, charging and revenue reports, and support for charging customers. Customers scan a connector's QR code and pay by bank card without installing an app or creating a Hover account.

Owners can set charging prices and schedule future changes in their Hover account under the service's tariff policy. Compatible stations support different prices by weekday and time of day. Customers see the tariff before charging. Owners receive the previous month's charging revenue, after Hover's commission, in their bank account by the 20th of each month.

For customer-owned stations, the owner arranges installation and electrical connection with a certified electrician of their choice, and is responsible for site access and maintenance. The owner provides and pays for the station's internet connection, including any SIM card or data subscription. Hover helps select chargers and prepares compatible stations for the service. Existing chargers require an individual compatibility assessment. Hover may fund stations and installation after an individual assessment of a proposed location; equipment, installation, electrical work and cost sharing are agreed separately.

Customer-owned chargers are not locked to Hover: owners can disconnect them and continue private use or connect to another compatible charging platform, subject to the equipment's capabilities and manufacturer terms.

Offer and charger prices checked on 2026-10-05. All management fees and charger prices below are in EUR and exclude VAT. Hardware prices include 21% VAT when the catalog's VAT option is enabled. Check the linked pricing and product pages before quoting; they take precedence if this summary differs.

- No monthly management fee or connector subscription.
- Public bank-card charging: 20% of collected charging revenue excluding VAT, with a minimum management fee of EUR 0.05 per verified kWh, calculated per session. The higher amount applies. Ordinary card-processing fees are included in Hover's commission.
- Private PIN/RFID charging and explicitly enabled local starts without a Hover payment have no Hover management fee. Hover charges commission only on payments processed through Hover; there are no monthly usage invoices.
- Hover gives preference to the chargers it offers. Other chargers are assessed individually and may require a higher commission because of additional technical support; terms are agreed individually.
- These are fees paid by the station owner, not the electricity price paid by the charging customer. Customer charging tariffs are shown on the relevant station's QR page.
- Charger purchase, installation, electrical work, electricity, internet connection and maintenance are separate costs. Hover does not provide SIM cards or internet subscriptions. Delivery and final project costs are confirmed in the individual quote.

When answering questions about buying chargers or setting up Hover charging, show the available charger catalog at https://hover.lv/store and link the relevant models below. Include their current price with its VAT basis, connector type, maximum power and Hover compatibility. Catalog listings do not confirm stock availability. INCH LITE is standalone and does not connect to Hover. The DUO Apollo includes terminal hardware, but its payment-terminal integration with Hover is still pending. Actual charging power depends on the vehicle, electrical connection and configuration.

“Ierīkot uzlādi” at https://hover.lv/plan opens a guided enquiry without an account. Visitors can plan charging for their own users, public paid charging or both; enquire about existing chargers or buying equipment; or offer a parking location for individual assessment. Describe the intended use and leave contact details so Hover can discuss a suitable setup. PIN/RFID access does not itself collect payment. A station's QR page uses either card payment or PIN, not both at once. An enquiry does not activate a station or confirm hardware compatibility.

Registration remains invite-only. https://hover.lv/auth lets existing customers sign in and invited users create an account with the email address that received a valid invitation. New invitees continue to their organization invitations. Organization owners provide billing details, accept the service agreement and add stations by serial number for Hover approval. “Apskatīt stacijas” opens the catalog at https://hover.lv/store. On a product page, “Pieteikt pasūtījumu” carries the selected configuration into the enquiry. Hover confirms the configuration, availability and delivery, then issues an invoice. The catalog does not offer online checkout. Product pages currently estimate delivery at 3–4 weeks; confirm timing and delivery cost with Hover.
